We are excited to announce the release of the Title IV-E Prevention Services Clearinghouse Handbook of Standards and Procedures, Version 2.0. In an effort to continue to review and rate programs and services as quickly as possible - reviews under the Handbook of Standards and Procedures, Version 1.0 will be ongoing during a transition period.
We are working as quickly as possible to train reviewers to consistently and systematically implement the revised standards and procedures. We anticipate that the Clearinghouse will begin reviewing programs and services using the Handbook of Standards and Procedures, Version 2.0 in the coming months.
As always, any member of the public can request a re-review of any program and service (per Section 7.4 of the Handbook of Standards and Procedures, Version 1.0 and Section 8.5 of the Handbook of Standards and Procedures, Version 2.0); this includes programs and services reviewed under the Handbook of Standards and Procedures, Version 1.0 during this transition period.
The Handbook of Standards and Procedures, Version 2.0 provides a detailed description of the standards and procedures followed by Prevention Services Clearinghouse staff. The systematic review process includes the following 7 steps:
- Identify programs and services for review
- Prioritize and select programs and services for review
- Literature search
- Study eligibility screening and prioritization
- Evidence review for RCTs and QEDs
- Record and characterize impact estimates
- Program and service ratings
Active engagement is incorporated into every step of the systematic review process.
